After the SPA is signed, the buyer can provide an inoperative DLC so that the seller can obtain a PB – the DLC would automatically become operative simultaneously with the PB – in some cases the buyer requires that the seller issue an inoperative PB first, which would only become operative after the DLC is issued. Proof of past performance required, such as past BLs, shipping or export records, or past COAs required with FCO (these documents can be redacted to protect proprietary info). Does not have to be extensive. One or two documents may fill the requirement. Buyer is a Chinese SOE. The requirements are strict. If you can successfully execute a sale to one of them, you will have all the business you can handle for years to come.
